495 youth are now self employed (jobs created) - the youth have benefited from Training for Rural Economic Empowerment in Fish Farming, Beekeeping, Horticulture and Poultry. By the end of 2011 the Skills programme aimed to have created 420 jobs of these 210 will obtain employment from TREE projects and 140 from QIA projects. The TREE target for Phase one has been exceeded it is expected that the QIA job creation target will be met as more than 600 apprentices are currently under the custodian of Craftspersons will complete their apprenticeship before end of 2011.
According to UNSTATS a "job" is a contract (explicit or implicit) between a person and an institutional unit to perform work in return for compensation (or mixed income) for a defined period or until further notice (UNSTATS). The ILO Skills Programme's working definition of the number of 'jobs' created shall count all persons who worked for pay, profit or family gain on activities which contribute to the production of goods and services during and immediately (6 months) after the reference(project) period. These include (1) Wage and Salaried Workers, (2) Self-employed Workers, and (3) Contributing family members.
Jobs created is the total number of youth who have obtained employment, to assess the impact of the programme we shall measure how many of these jobs created are decent jobs. Decent work sums up the aspirations of people in their working lives. It involves opportunities for work that is productive and delivers a fair income, security in the workplace and social protection for families, better prospects for personal development and social integration, freedom for people to express their concerns, organize and participate in the decisions that affect their lives and equality of opportunity and treatment for all women and men.
The jobs created will also have to be measured to assess how many of these jobs are Green jobs, various ILO studieshave lent new urgency to countering the challenge of global warming-a calamitous development in its own right and a phenomenon that further aggravates existing environmental challenges. Of the 370 jobs created to date 120 are Green jobs from Gokwe South were youth are producing honey in sustainable manner. The International Labour Organisation defines green jobs as work in agricultural, manufacturing, research and development (R&D), administrative, and service activities that contribute substantially to preserving or restoring environmental quality. Specifically, but not exclusively, this includes jobs that help to protect ecosystems and biodiversity; reduce energy, materials, and water consumption through high efficiency strategies; de-carbonize the economy; and minimize or altogether avoid generation of all forms of waste and pollution.
